Forum programme 2010
In 2010 the Forum will convene around a programme of conferences and seminars, all centred on the key theme of delivering and financing investment in Ireland’s infrastructure. Planned events include:

- Investing in education infrastructure seminar
- Making better places conference
- Investing in health infrastructure seminar
Theme: Delivering and financing investment in Ireland’s infrastructure
Date: Thursday 11th March 2010
Venue: Fairways Conference Centre, Dundalk
The first event in the 2010 programme is the 5th Annual All Island Infrastructure Investment Conference. This is the major annual all-island conference for the infrastructure sector. Now in its fifth year, previous conferences (which have been held alternately north and south) have been attended by 200 key players from across the infrastructure sector in Ireland and further afield. The conference, which is supported by the Strategic Investment Board and National Development Finance Agency, is attended by government ministers and provides attendees with an update on the key issues for infrastructure development on the island. The 2010 conference will take issues around infrastructure financing and delivery as its major themes.
Informing ISNI 3

Date: May 2010
Venue: Belfast
This half day seminar will examine the key issues that will be important in developing ISNI 3, Northern Ireland’s third Investment Strategy. Issues examined will include:
- Competitive infrastructure
- The impact of capital investment on the local economy
- Challenges in financing infrastructure
- Community regeneration / development of city regions.
It will provide an opportunity for stakeholders from across all infrastructure sectors to provide their input into how ISNI 3 should be focused and prioritised.
Investing in education infrastructure

Venue: Dublin
In Northern Ireland education investment comes under the ‘skills’ pillar of the Investment Strategy with £891 million to be spent in that sector between 2008 and 2011. In the south a number of schools PPP bundles within the primary, post-primary and third level sectors are at various stages of procurement and project development.
This half day seminar will examine the key issues around the financing and development of education infrastructure across the island and will include:
- Department of Education & Science / Department of Education
- Other public sector education organisations
- Project developers
- Financiers and legal advisors
- Construction and procurement experts
Making better places

Date: September 2010
Venue: Belfast
Looking ahead to the development of ISNI 3, one of the key objectives will be to take an area-based focus on making better places. There will be a strong focus on city regions as engines of growth and opportunity and an emphasis on the importance of community regeneration as a catalyst for investment. This full day conference will examine issues around:
- Spatial planning
- Urban regeneration
- Economic development
- Developing city regions
Investing in health infrastructure

Date: November 2010
Venue: Dundalk
The HSE in the south is progressing the delivery of the National Plan for Radiation Oncology, the bulk of which is intended to be provided through PPP arrangements to design, build, finance, maintain and partially operate radiation oncology facilities. The total investment for this project is estimated to be in excess of €0.5 billion. The Northern Ireland Investment Strategy sets out investment of £3,659 million in health infrastructure in the period to 2018 across the key areas of primary care, public safety and technology and hospitals modernisation. A number of projects are already underway and making progress - over the 2008-2011 period to date, almost half of the hospital modernisation money has been spent along with almost a third of the primary care amount. This half day seminar will examine the key issues surrounding investing in health infrastructure.
