Kyle Alexander is a Strategic Adviser for regeneration in the Strategic Investment Board Limited. In his current role as Programme Director for Maze Long Kesh, Kyle draws on thirty years public and private sector experience in delivering major regeneration projects. He was formerly Chief Executive of Laganside Corporation, the urban development corporation responsible for transforming Belfast’s waterfront. He received an OBE for services to regeneration in Northern Ireland. Kyle is a board member of INTA, the international urban development association. |

Aaron Boyle is a partner in the Projects Group at Arthur Cox. Aaron’s practice is focused on the areas of PPP/PFI projects and project finance. He has particular experience in PPPs in the education, accommodation, health and roads sectors. Aaron has extensive experience acting for contracting authorities, sponsors, contractors, facilities maintenance providers and funders on a range of PPP and other infrastructure projects. Aaron advised on both PPPs to reach financial close in RoI in 2009, as lead adviser to the NDFA on the Schools Bundle One PPP Project and to the successful bidder for the Motorway Service Areas PPP. |

Steven Burgess was appointed Head of Project Management in the National Development Finance Agency in 2007. A chartered civil engineer, he is responsible for the technical management and delivery of PPP projects procured by the NDFA. Prior to joining the NDFA he was a senior project manager with Jacobs. He has acted as lead Technical Adviser to the public sector for a number of major PPP accommodation projects including the National Conference Centre and the Criminal Courts Complex. |

Liam Connellan is Chairman of Dalkia in Ireland. He is also Chairman of Veolia Water Ireland and Veolia Transport Ireland. He is a Chartered Engineer and an engineering graduate of University College Dublin. He is currently Chairman of the Energy Institute in Ireland. Liam is also a Past President of Engineers Ireland and of the Irish Academy of Engineering. He was Director General of the Confederation of Irish Industry from 1972 to 1992; Chairman of the National Roads Authority from 1994 to 2001; and President of the Royal Dublin Society from 1995 to 1998. He was Chairman of the Industry Section of the Economic and Social Committee of the European Communities from 1994 to 1996. |

Peter Curran is a Partner in the Projects Group at Arthur Cox, based in the Belfast office. Peter is a Public Procurement Law specialist and has extensive experience of advising public and private sector clients on the procurement and contractual aspects of major infrastructure and ICT projects in Northern Ireland and the Republic of Ireland. He works across a range of sectors including Waste, Health, Accommodation, Justice, Transport, Education and Energy. Peter is currently advising arc21 and SWaMP2008 on the procurement of their waste treatment projects, East Belfast Partnership on the Connswater Community Greenway and the Department for Social Development on the Medical Support Services project. He has also recently advised the Department of Enterprise, Trade and Investment (NI) and the Department of Communications, Energy and Natural Resources (ROI) on their joint procurement direct international telecommunications connectivity between the north-west of the island of Ireland and North America (Project Kelvin). |

David Dobbin is Group Chief Executive of United Dairy Farmers and is also Chairman of the North/South economic body, InterTradeIreland and a board member of the Strategic Investment Board Limited. He is actively involved in promoting regional economic development and serves on a number of public and private bodies including Invest Northern Ireland. David has extensive international business experience in the food and drink and packaging sectors and received a CBE in 2005 for his service to the agri-food and packaging industries. |

Michael Flynn is a Partner in Deloitte Corporate Finance in Dublin and leads the Deloitte Specialised Finance Practice in Ireland. He is a member of the Deloitte Global Steering Group for PPP practitioners. He advises the public, private and banking sectors on PPP, Project Finance and public sector related transactions across a variety of sectors including transport (roads and rail), health, education, housing, justice, waste and energy. Clients include public sector agencies such as the National Development Finance Agency, Department of Finance Central PPP Unit, Eirgrid and Cork City Council. Michael has advised private sector clients such as NTR, Ascon and Bilfinger Berger BOT. Michael is also a memeber of the PPP advisory for the United Nations Economic Commission for Europe. |

David Gavaghan has been Chief Executive of SIB since July 2004. He has extensive experience in project finance. A former director of Hambros Bank, David also previously worked for David Wylde Project Finance where he was one of the driving forces behind its successful growth. In May 2007, David was awarded the Public Private Forum award for individual achievement (in recognition of the step change in the volume of activity in the Northern Ireland infrastructure market) and, in September 2008, he was delighted to receive a Fellowship of the Institution of Civil Engineers by presidential invitation. David read economics and social sciences at Trinity College, Dublin. |

George Heaney is Professor of Construction in the School of the Built Environment, University of Ulster. He is also Director of Constructing Excellence in Northern Ireland, a partnership between Northern Ireland government departments, the construction sector and the University to develop and disseminate best practice and innovation in construction. |

Doreen Keaney has recently been appointed as Head of the Transport Investment Division in the Department of Transport (Dublin) which manages the Department’s overall capital envelope, including expenditure on roads (national, regional and local) and public transport. She was previously a Transport Counsellor at the Irish Permanent Representation to the EU with responsibility for representing Irish interests and leading negotiations on all transport matters with the Council, Commission and Parliament. She has also worked for Aer Lingus and the Irish Aviation Authority. |

Dr Martin Mansergh, TD is Minister of State at the Department of Finance in Dublin, which includes special responsibility for the Office of Public Works. He is also Minister of State at the Department of Arts, Sports and Tourism with special responsibility for Arts. He was elected to Dáil Éireann in May 2007 for Tipperary South. He was political and Northern Ireland advisor to three Taoisigh and leaders of Fianna Fáil over 21 years from 1981-2002. He worked on the text of what subsequently became known as Hume-Adams and, in expanded form, the Downing Street Declaration. |

Colin McCrossan joined the Strategic Investment Board Limited in 2008 as a Programme Manager. Currently he is managing the design and construction of the new Public Service Training College at Desertcreat Cookstown, which involves combining the training needs of the PSNI, NI Fire & Rescue Service and the NI Prison Service, on to one campus. reviously, Colin was Project Director of the Belfast Education & Library Board ‘strategic partnership’, a ten year regeneration project for Belfast schools and libraries . An architect by profession, Colin maintains a strong interest in building design and estate planning. He has extensive experience in leading capital projects in all procurement methodologies, from traditional up to PPP. |

Patrick McMeekin joined the Strategic Investment Board in 2007 to assist in SIB’s work in developing, on behalf of the Northern Ireland Executive, a long-term strategy to transform the region’s infrastructure. He has a lead role in the ongoing development of the Investment Strategy Delivery Tracking System, which will support the long-term planning process and provide information on major capital procurements to external stakeholders. As a Chartered Accountant, Patrick’s background is predominantly in financial and consulting roles, with over eight years experience with PricewaterhouseCoopers and Deloitte. |

Enrique Sanz is currently Administration and Financial Director for FCC Construcción’s international activity. Prior to his current role he was the International Business Development Director and Deputy Manager of the Concessions Division in FCC Construcción and Head of Healthcare. His experience includes managing and overseeing PPP/PFI schemes in sectors such as healthcare, roads, light train/metro, airports and cargo terminals. He has been involved in the different stages of projects from bidding, during the construction period and in the operational phase. |

Alan Taylor is a Managing Partner at Arthur Cox in Belfast. Alan deals with a broad range of projects and commercial work. Alan has advised a number of government departments and private bidders on projects in the ICT, energy and utility sectors. He currently advises arc21, SWaMP2008, the Department of the Environment (Driver and Vehicle Agency) and the Department for Social Development on ongoing projects. |

Sammy Wilson MP MLA was appointed Minister for Finance and Personnel in July 2009 having previously served as Minister for the Environment. He is DUP MLA and MP for East Antrim and was first elected as a Councillor on Belfast City Council in 1981. He has been Lord Mayor of Belfast in 1986-87 and in 200-01. He is a former member of the Northern Ireland Policing Board and Northern Ireland Housing Council and has been Chairman of the Northern Ireland Assembly’s Education Committee. Before entering politics he had a career as a teacher. |
